If you mean how do you disable comments for the whole blog go to "Blog
Settings -> Entry Editing". On this page you will see that you have 3
options for comments and trackbacks. "None, Open or Closed" . I found
when I disabled trackbacks that it didn't disable them for currently
existing blog entries so if you want to disable them for all your
existing entries and not just future entries you will need to go to
each entry and click on "Edit" then next at the bottom of the page to
get to the extended fields. You can then disable comments for that
entry. Beware that you will need to make sure that you  have an
effective date set in the properties for that entry otherwise your
entries date will be changed.
