[COREblog-en] Permissions problems

I downloaded version 0.982b and I get the same behaviour.
I tried adding a new ticket over at coreblog.org. I logged in as per
instructions on the Trac page but when I tried to add the ticket I
received:
Permission Denied
TICKET_CREATE privileges are required to perform this operation.
